City Council Members last Wednesday voted to take money from the city water utility to pay for day-to-day operations at City Hall about --$5 million annually when you add in a million and a half dollars in city salaries. Councilor Patti Bushee was the one dissenting voice calling the vote a raid on the utility that was unfair and illegal. She and others argued that a better decision for the funds would be to lower city water rates. I asked Bushee to explain how she saw the issue.

Everyone agrees, the US Military, like so many parts of American society, has a serious problem with sexual abuse.  Making things worse in the military was a criminal justice system that was protective of accused abusers, and abusive towards complaining victims. As a result of legislation passed last year by Congress, several important reforms have been made.  Reporter Nancy Montgomery of the newspaper Stars and Stripes has covered the issue and the case that broke the back of a commander's prerogative to administer is own personal version of justice.  Montgomery described to KSFR's Dave Marash on HERE AND THERE, the case of Air Force Lieutenant General Craig Franklin.
